November 6 – 10: Government Finance Statistics

		CDOT provided a technical assistance on Government Finance Field-Based Work to the Department of Finance (DOF) of the Philippines. The mission focused on supporting the DOF to apply the appropriate institutional sector classification of Monitored Government Owned and Controlled Corporations (GOCCs) and further develop compilation files to translate GOCC financial statements data to Government Finance Statistics (GFS). The mission also reviewed progress on improvements to public debt statistics, coordinated
the creation of files to load DOF general government GFS data to IMF databases, liaised with the Commission of Audit (COA) on obtaining financial data to cover deficiencies in GFS data, and worked with Bangko Sentral ng Pilipinas (BSP) to further develop the public sector contribution to the balance sheet approach (BSA).

July 24 – 28: Government Finance Statistics Field-based Work

In consultation with the Department of Finance (DOF) Corporate Affairs Group (CAG) of the Philippines, a 5-day technical assistance (TA) on Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS) was delivered in Manila during. The mission objective was to support the authorities to classify and develop GFS framework-based compilation systems for Government Owned and Controlled Corporations (GOCCs) in accordance with the Government Finance Statistics Manual (GFSM 2014). The mission facilitated a two-day implementation workshop to review the institutional sector classification of GOCCs according to GFSM 2014, with information collected by the DOF. The workshop was attended by the DOF CAG, the DOF Fiscal Policy and Planning Office (FPPO), Banko Sentral ng Philippines, Philippines Statistical Authority, the Commission of Audit, the Bureau of the Treasury, and the Governance Commission for GOCCs.

March 27 – April 7: Government Finance Statistics Field-based Work

In consultation with the Department of Finance (DOF) of Philippines, a technical assistance (TA) mission was conducted in Manila from March 27 to 31, 2023, with subsequent remote TA until April 7, 2023. The mission supported the DOF to make further progress in implementing recommendations of previous Government Finance Statistics (GFS) TA missions and provide TA to the Bureau of the Treasury (BTr). The mission worked closely with officials from the DOF’s Fiscal Planning and Policy Office (FPPO) and Corporate Affairs Group (CAG), the BTr and the Bangko Sentral ng Philippines (BSP) to build on previous missions’ work
