Eteri Kvintradze, Director

Ms. Eteri Kvintradze assumed the role of Director of the Capacity Development Office in Thailand (CDOT) in November 2022. Before that Eteri was mission Chief for Lao P.D.R and Sao Tome and Principe. Previously, she served as IMF Resident Representative in Sri Lanka and Maldives, and Bangladesh and Bhutan, and worked on debt policies and new lending facilities. Before joining the Fund, she served as advisor to the Executive Director at the World Bank Board and Deputy Minister of Finance in Georgia. Ms. Kvintradze holds PhD in Economics from Georgetown University and MA in Development Economics from Williams College. She is also a board member of the International School of Economics at Tbilisi State University. She is married and has one daughter.

 

 

Suhas Joshi, Regional Treasury Advisor

Mr. Suhas Joshi joined CDOT in May 2019 as the Regional Treasury Advisor, covering Cambodia, Lao P.D.R., Myanmar, and Vietnam. Previously, he was a regional public financial management (PFM) advisor for the IMF in the Caribbean. Since joining the Fund in 1999, Suhas has worked in a diverse set of PFM areas in more than 40 countries, with a first assignment as a PFM advisor in Russia. He subsequently worked as a regional PFM advisor for West Africa, in the Pacific Financial and Technical Assistance Center (PFTAC) in Fiji, and for South and Southeast Asia based in Cambodia and covering 12 countries. Prior to the IMF, Suhas worked for 18 years in senior government positions in India. He holds an MBA and an M. Sc. in National Development and Project Planning from the United Kingdom.

 

 

Giorgi Barbakadze, Monetary and Foreign Exchange Operations Advisor

Giorgi Barbakadze joined CDOT in January 2021 as the Regional Monetary and Foreign Exchange Operations Advisor, covering Cambodia, Lao P.D.R., Myanmar, and Vietnam. Previously, he was Resident Foreign Exchange Operations Advisor in Myanmar, and prior that he participated in several IMF TA missions as a short-term expert dealing with monetary policy frameworks, liquidity forecasting and management, and other monetary and FX issues. Prior to the IMF, Giorgi worked for 20 years in several senior positions in monetary and fiscal authorities in Georgia, including member of Monetary Policy Committee and Head of the Monetary Policy Department at the Central Bank, Deputy Head of State Treasury and State Advisor to the Finance Minister. He has also lectured at several universities. Giorgi holds an MA in Policy Economics from Williams College in the U.S.A. and degrees in Economics and Law from Iv. Javakhishvili Tbilisi State University..

 

 

Deon Tanzer, Regional Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS) Advisor

Deon Tanzer joined CDOT in August 2022 as the Regional Government Finance Statistics (GFS) and Public Sector Debt Statistics (PSDS) Advisor. His project focuses on development and dissemination of high-quality fiscal data for effective macro-fiscal policy analyses. The project covers Cambodia, Lao PDR, Vietnam, Malaysia, Philippines, Indonesia and Thailand. Deon has broad experience as a GFS and PSDS implementation advisor, starting his statistics career at Statistics Netherlands in 2006. Since 2013, Deon has been working with the IMF, initially at IMF headquarters, and the last 6 years in South-East Europe as a Regional Advisor. As implementation leader, researcher, and compiler, Deon has built extensive experience in GFS and the broader national accounts as well as first-hand experience in fiscal surveillance work. As GFS advisor, Deon has worked with officials across compiling institutions in various countries to comprehensively develop GFS per international standards and reporting requirements. Beyond IMF GFS work, Deon has collaborated with various international organizations and national governments to develop custom projects.

 

 

David Corvino, Macroeconomic Advisor

David Corvino joined in May 2023 as the Macroeconomic Advisor on CDOT’s project on Integrating Macro-Financial Analysis into Macroeconomic Management. Prior to joining CDOT, David served as desk economist in the Asia and Pacific department for 8 years, where he worked successively on Vietnam, Cambodia and Mongolia, and developed a strong expertise in Fund’s surveillance work in the APD region. Concurrently, he was an active member of several APD working groups, performing macroeconomic analysis and issuing policy recommendations on diverse issues such as climate change, SDGs and macro-structural reforms. Since joining the Fund in 2010, David has also worked in the African department on Togo and Burkina Faso, where he participated in the elaboration of Fund-supported programs. Prior to the Fund, he worked as an IT engineer in France. David holds a Master’s degree in Applied Economics from the University of Johns Hopkins and a Master’s degree in Engineering from France.

 

 

Laura Doherty, Public Financial Management Advisor

Laura Doherty joined CDOT in August 2023 as the Public Financial Management (PFM) Advisor. Prior to joining CDOT, Laura was a Senior Economist in the Fiscal Affairs Department for 6 years where she led engagements across several regions covering a wide range of PFM topics including public investment management, fiscal rules, medium term frameworks, fiscal risk and spending reviews. She developed capacity development (CD) work programs to support IMF programs in countries including Nepal and Sri Lanka. Prior to joining the IMF, Ms. Doherty was a senior manager working on economic and policy analysis a large private sector consulting firm. Before that she was a capacity development adviser at the Solomon Islands’ Ministry of Finance, and worked for the Australian government for nine years as an economic analyst in the Department of Treasury and the Department of Finance. Laura holds a Master’s degree in Public Economics from the Australian National University.

 

 

Renato Pérez, Regional External Sector Statistics Advisor

Renato Pérez joined CDOT on October 2023, as Regional External Sector Statistics (ESS) Advisor. The ESS project at CDOT aims to strengthening knowledge and building capacity to compile reliable ESS. The actual CDOT ESS countries comprise three Asian countries: Cambodia, Lao P.D.R. and Vietnam, and five Pacific Islands countries: Nauru, Papua New Guinea, Samoa, Timor‑Leste, and Tonga. Renato was transferred to CDOT from IMF Headquarters, where he has been working since 2006. He held the position of Senior Economist in the IMF’s Balance of Payments Division of the Statistics Department since 2017. Among his various responsibilities, Renato served as the coordinator of the online External Debt Statistics (EDSx). During 2011-2017, he worked at the Financial Institution Division on Monetary and Financial Statistics (MFS) and Financial Soundness Indicators (FSIs). Renato has conducted technical assistance missions to numerous economies around the world and has coordinated courses on ESS, MFS, and FSIs. He has contributed to the revision of the FSI Compilation Guide. Additionally, he served as Advisor and Senior Advisor to Executive Director at the IMF Board from 2006 to 2011. Prior to joining the IMF, Renato served as Undersecretary in the Ministry of Economy and Finance of Ecuador—Head of the Public Debt Office—and the Central Bank of Ecuador. He also worked for several years in a private bank as Head of the Risk Management Office. Mr. Pérez holds a BA in Economics from the Catholic University of Ecuador, and a MA in Economics and Finances from INCAE Business School, Costa Rica. He taught Finance in Universidad del Pacífico (Quito, Ecuador), and lectured at several academic centers.

 

 

Kamonpon Rotchanarattanangkul, Economist

Kamonpon Rotchanarattanangkul joined CDOT in July 2023 under the secondment of the Bank of Thailand (BOT), where she has worked for 7 years. She was previously a Senior Economist in International Department, handling payments and digital finance issues in the FTAs and forums, such as the Digital Economy Partnership Agreement (DEPA) and the Indo-Pacific Economic Framework (IPEF). She was also a desk economist for China focusing on enhancing financial cooperation between Thailand and China. Under Thailand’s APEC Chairmanship in 2022, She served as an APEC desk promoting BOT’s initiative for APEC, particularly the APEC Policy Considerations on Developing Cross-border Payments and Remittances. Prior to the International Department, she was an Analyst in Payment Systems Policy Department for 2 years where she worked on promoting BOT’s initiative on cross-border payments and remittances with strategic partners. She also prepared the Disclosure Report on BAHTNET Self-Assessment against the Principles for Financial Market Infrastructures to be an input for the Financial Sector Assessment Program (FSAP). Kamonpon holds a Master’s Degree in International Economics and Finance from Chulalongkorn University and a Bachelor’s Degree in political sciences in International Affairs from Thammasat University.

 

 

Nutchaphol Jaroonpipatkul, Economist

Nutchaphol Jaroonpipatkul joined CDOT in December 2022 under secondment from the Bank of Thailand (BOT), where he had worked for more than nine years. Nutchaphol previously worked as a Senior Economist in the International Department of the BOT. His key responsibility was to monitor, study, and analyze the economic and financial conditions of Thailand’s strategic partners, particularly the CLMV countries. His areas of expertise cover conducting economic surveillance as well as in liaising international technical cooperation operations. Prior to his work in international cooperation, Nutchaphol spent six years in the BOT’s Economic and Policy Department, where he worked on a wide range of areas such as macroeconomic analysis, business intelligence, and labor market analysis. Nutchaphol holds a Master’s Degree in Finance from Thammasat University, and a Bachelor’s Degree in Economics from Chulalongkorn University.

 

 

Pichaporn Gulati, Office Manager

Pichaporn Gulati joined CDOT in June 2017. Prior to her joining us, she worked as an Executive Assistant to the Regional Head of MAN Truck & Bus Asia Pacific. Pichaporn holds a Master Degree in Communications Arts from Bangkok University, and a Bachelor Degree in Business Administration from Bradford University.

 

 

Chananthorn Thiusathien, Administrative Assistant

Chananthorn Thiusathien joined CDOT in September 2020. Prior to her joining us, she worked as a Team Assistant to international NGOs and UN agencies including UNODC and IOM. She also had experience of working in a private company, Exxon Mobil Ltd., for four years. Chananthorn holds a Master’s Degree in Labor Economics and Human Resources Management from Chulalongkorn University, a Master’s Degree in Communication and Entrepreneurship from the University of Nottingham, and a Bachelor Degree in Business Administration from Mahidol University International College.

 

 

Supphakon Damrongkitkanwong, Program Assistant

Supphakon Damrongkitkanwong joined CDOT in June 2022 as a Program Assistant under the secondment from Bank of Thailand (BOT), where he has worked for four years. He was an economist working on international cooperation matters in close collaboration with ASEAN+3 countries as well as ASEAN+3 Macroeconomic Research Office (AMRO) and The South East Asian Central Banks (SEACEN) Research and Training Centre. He has also co-written an article on advancing partnership for sustainability among ASEAN economies which was published in March 2019. Earlier in his career at the BOT, he was a desk economist monitoring India’s development and pushing for collaboration between the BOT and the Reserve Bank of India. Supphakon holds a Master’s Degree in Applied Economics from Christ University (Bangalore, India).
